The birth certificate, issued by the local Registrar of Births and Deaths (under the Civil Registration System), is the foundational record of a person's name and date of birth. Many other documents β school records, Aadhaar, passport β are expected to agree with it, so a wrong or differing name here ripples outward.
A genuine error on the birth record is usually corrected through the registrar/municipal process. A deliberate change of name after the fact is a different matter β this is where a Gujarat Gazette commonly records the change, which is then used to align other documents.
