Regional Transport Offices (RTOs), through the national Parivahan / Sarathi system, issue and manage driving licences. A licence name that differs from your Aadhaar or PAN can cause trouble at verification, renewal, or when the licence is used as ID.
A minor correction may be handled directly by the RTO with an existing document. A genuine name change β after marriage, or a full change β usually needs recognised proof such as a Gujarat Gazette, which you then use for the licence update.
